Pin ibmi-builder v13 by its verified registry digest in rpg-hello, rpg-lemonade, and rpg-munchers. These are the three active IBM i project consumers. rpg-demo now uses offline recovery checks.

The image bakes released Zelnet v0.10.7, runs all 881 unit tests, checks the release source commit, and verifies the installed version. Builder-images PR 249 is released, and the registry manifest matches sha256:b5e89e990b185fdfeb6b0517398acdba405ecddbd55b34c5199f73f789630fd0.

Validation: make check passes. Strict source capture with the published Zelnet binary passed for SOMEARA1 and SOMEARA2. A lemonade pipeline check will verify source export with this exact baked image.
