The workflows and pkg mirrors reached zero missing and zero differing and
their directory leaves seanfarm in the same phase; the whole-bucket writer
they used has no consumer left, and a key nothing declares a consumer for
must not stay on the store. Binjovi's converge does not delete users it no
longer sees, so the RustFS user is removed by hand after this lands:
`mc admin user remove local migration-writer` with root, once.

Lands with seanfarm's Stage 5a-1 (rustfs-mirror/ and migration-writer.yaml
deleted); this release also re-drives the converge over eighteen identities.
