Register sean/hermes as a provider-guarded ArgoCD GitOps project and add the Hermes prerequisite checks to the seanfarm deployment policy. The first app revision has zero replicas; add its HTTP availability check when the service is activated.

Validation: make check passes. Companions: sean/hermes feat/email-assistant and sean/seanfarm feat/hermes-email.
