Pin all four IBM i consumers to released ibmi-builder v16 at sha256:77c932eddc5e273e0b0e03cfd3e34e79f5ffaa986d0ee5b80789d4cc1ec37907. It contains Zelnet v0.10.11 and Python 3. Add the fourth Munchers release suite for arcade clock, pause, help, and terminal host updates.

Validation: make check passes. The builder release passed. The matching Munchers suite passed on pub400 with the new client; its feature release will verify the pinned image.
