Use the Binjovi plan_bundle executor for the exact catalog revision.

This removes the catalog CI Dockerfile and all Argo, BuildKit, worker-image, and pipeline-tools startup work. The local canonical catalog check remains available through make check. Releases remain an immutable Git tag plus a Forgejo Release.
