Select the new explicit package_cache: none policy for the qualified native v3 node-image tools. Disk packaging copies the already baked disk; the registry cache does not reuse the OS bake and adds another large export. Keep the current image and frozen historical plans.

Activate only after the compatible v641 reader is independently verified. Validation: full make check; exact catalog selection; negative controls for omitted/null/unsupported policy, image/profile changes and worker deployment. Cache export time overlaps image export and is not claimed as wall-time savings.
