Move the four RPG project recipes into binjovi-plans.

Use the native IBM i runner for checks, release compilation and tests, reel creation, publication, and deployment. Preserve the SAVF, release manifest, and reel assets. Include the declared historical artifact inventory.

This PR depends on the Binjovi native IBM i execution-lane PR. Validation must run through the Binjovi cluster pipeline.
