A healthy check cycle takes non-zero time. Continue a zero-failure gate until it satisfies both the configured duration and the derived sample floor. Keep failed gates bounded by the configured duration.

This fixes the Binjovi staging gate that recorded 56 clean samples in a 60-second window and then rejected the exact release identity.

Tests: go test ./... in images/availability-probe.
