feat(builder-images): rebase 14 images onto AlmaLinux 10 (baked, sha256-pinned, pkg-cache) e27c25f2f7

Phase 1 of the alma-everywhere sweep. Convert ci-init, zig, pipelines-ci,
cast-render, qemu-runner, deb-s3, powerbunker, node-image-builder,
minikube-iso-builder, zerotier-builder, zfs-userspace-builder, zig-builder,
zdns-builder, ibmi-builder off alpine/debian/ubuntu/fedora -> almalinux:10
(digest-pinned), following the shipped pipeline-tools pilot: dnf-baked tools,
mc COPY'd from the pinned quay digest (drops dl.min.io), every github/tarball
download pinned-version + sha256-verified (kubectl stable.txt, unpinned zig,
etc. all fixed), pkg-cache repo-rewrite (the CORRECT /almalinux-stripping sed).
Each validated by a local docker build (14/14 green). VERSION bumped on the
5 versioned images (pipelines-ci 4, cast-render 4, ibmi-builder 9, zdns-builder
3, zig-builder 3). Notes: cast-render uses royalty-free openh264 (no libx264);
zfs-userspace-builder is orphaned (retirement candidate); ibmi-builder stays
amd64-only (pre-existing, zelnet-builder base).

fix(zig-builder): pkg-cache zig fetch doubled /download (align to zdns-builder) 1ef2c7d039

The pkg-cache injects origin_base /download for the zig eco, so the client URL
must be $PKG_CACHE/zig/<ver>/... (NOT .../zig/download/<ver>/...). zig-builder
had the /download in the path -> cache proxied ziglang.org/download/download/...
-> 404 (CI, PKG_CACHE set; local direct build masked it). Same doubling class as
the alma /almalinux fix. zdns-builder already had the correct form.
