Add jq and diffutils to the existing AlmaLinux IBM i builder and assert both during the image build. Bump the immutable image version to v12. Cluster red proof: published v11 has zelnet and rpglint but neither jq nor diff. The Binjovi candidate Build must prove both tools before release. No runtime SDK or tool download; no local Docker test.
