Move frequently edited pipeline helper copies after the pinned tool downloads. Scope Elixir/Hex/Rebar and Go tool arguments to their consuming stages so unrelated version changes retain OTP and Go download layers. Publish pipeline-tools v15, elixir-builder v4, and go-builder v6. Validation: targeted builder checks and cache-boundary checks; native image builds will verify the published images.
