Remove uncalled Git-cloning Go build/test wrappers and the retired envtest entrypoint. Native recipe Dockerfiles already own those builds and tests. Delete their image copies and obsolete string-only guard, retaining the active toolchain and publisher checks.

Validation: active first-party source and recipe reference scan; release-tool, publisher, cache-boundary and no-runtime-fetch checks passed. Image versions advance to go-builderv7 and envtest-testerv4; consumer pins are a separate rollout step.
