Pin the reviewed Zot fork source7326cef13a964ebf804ab805edbc6d788e298e30 and build runtime v2 with versionv2.1.15-seanfarm.3 for AMD64 and ARM64. The new source supports authorized server-side blob copies with bounded concurrency and preserves the existing S3 retry behavior. Move the unchanged, verified UI download into its own cache stage.

Validation before publication: exact pinned Go1.25 vet/race Dockerfile gate, final API/storage controls, and a disposable production-version RustFS multipart copy test. Full image and existing-repository push qualification follow normal Builds. This PR does not change the live registry pin; external exact-index copy and GitOps rollout remain separate.
