Build the read-only S3 package service for both architectures. Run its tests with the native Go compiler and cross-compile the static executable for each target. The runtime keeps AlmaLinux and the existing non-root identity.

Validation: Go tests pass; the ARM output is a static AArch64 ELF. The native pipeline will build and publish both immutable variants.
