fix(images): repin pkg-host and static-web off the dead go-builder digest ... 35544dc58b

Ride 2 of the in-cluster-refs campaign. go-builder:v1@42726f is gone
from every registry (2026-08-15 prune loss) — both consumers had a
dead FROM. They now resolve go-builder:v4@ba60e0de from zot's
release-owned build/ namespace, which the promote step populates
regardless of codeberg quota (the someara/ namespace is only the
codeberg passthrough mirror, empty while the backup leg bounces).
The lint learns build/ as the third in-house prefix, same motion as
the 2026-08-15 someara/ retarget.
