feat(testkit): shared test surface + inverse-gap tests promoted from operators ... bb03ad15b1

reconcile/testkit exports what all four consumer operators copy-pasted:
the schemed FakeCR family + StubHandler scripted handlers, scheme/client/
getter/condition helpers, ConflictOnceClient, BaseConfig, and StartEnvtest
(returns values, not *testing.T — every consumer bring-up runs in a Ginkgo
BeforeSuite; folds in the bin/k8s binary discovery kratos lacks). The lib's
own harness/secretwatch/PersistStatus suites migrate onto the kit (dogfood);
TestCadencesWithDefaults splits into an in-package file for withDefaults.

Coverage that existed ONLY inside one operator moves to the source:
StatusUpdateBestEffort (openbao common_test), LastTransitionTime
preservation through Run (openbao's status_timestamp e2e suite),
RemoveFinalizer noop-when-missing, MirrorStatus PhaseFailed/PhaseDeleting.
