Roll 2 of 3 timed kernel bumps. /dev/pmsg0 annotations survive a panic into pstore, now on the reset-durable efi_pstore backend. One variable per roll.

feat(defconfig): CONFIG_PSTORE_PMSG=y — userspace crash annotations ... b3b3989b4d

/dev/pmsg0 lets userspace leave annotations that survive a panic into
the pstore record. Completes the forensics posture the seanfarm33 row
started, now backed by the reset-durable efi_pstore backend. One
variable per roll.
