feat(config): CONFIG_IO_STRICT_DEVMEM=y - /dev/mem cannot touch claimed MMIO ... 6cfe17fa33

sf44 hardening probe for the fourth timed roll. Root via /dev/mem can
no longer read or write MMIO regions a driver has claimed. Idle-only
ranges stay accessible for firmware tooling.
