feat(config): CONFIG_DEBUG_NOTIFIERS=y - sanity-check notifier call chains ... 2359db1519

sf45 hardening probe for the fourth timed roll. A corrupted notifier
block (a classic kernel-exploit pivot) warns instead of jumping to a
smashed function pointer.
