Reader for the new pipelines_deploy_* metrics (pipelines PR #2044): blocked-on-a-gate NOW (orange background + the gate to approve), gate wait per decision, fleet progress, per-node roll-node/green durations (slow-node finder), kernel-per-node ground truth. Replaces the Loki archaeology the 2026-08-14 roll analysis required.

The 2026-08-14 seanfarm32 roll's timeline had to be reconstructed from Loki
because the workflow CRs were TTL'd before anyone asked, and its canary gate
sat 14 minutes waiting for a human nobody notified. The pipelines-operator now
exports pipelines_deploy_* (awaiting_gate, gate_wait_seconds, progress,
roll_seconds); this dashboard is their reader.

Panels: blocked-on-a-gate NOW (background turns orange, names the exact
approve command's gate), gate wait per decision, fleet progress
(completed vs planned), per-node step durations (roll-node vs green — the
slow-node finder), and kernel-per-node from node_uname_info as the ground
truth of who has moved.
