The matched 49 Hz / 1% off-CPU warm Build check exceeded the limit: +5.24% median and +7.48% p95 across 12 measured runs per group. Retain the full evidence and lower CPU to 19 Hz and off-CPU to 0.1%. Keep unsampled syscall counters and the one-node limit. The full pipeline gate remains open.

Validation: pinned Alloy configuration validation, server dry-run, and repository checks.
