Phase M acceptance, met on the live cluster (v0.1.606).

The counter reached VictoriaMetrics through the existing scrape with no olly change — what cancelling M1 predicted.

First reading: the two submitters' backstops did not fire once (0 of 2730
wakes), so defaultPollBackstop's claim that the watches carry the load finally
has the instrument it never had. The changeprovider is the outlier at 18.6%,
which is the 30s providerOpenPollInterval doing real work rather than covering a
lost event -- exactly the poll W1 demotes, so its value is quantified before the
work starts.

States the window honestly: minutes, not days, and a counter resets with a pod.
