W1 acceptance. changeprovider backstop share fell 18.6% -> 1.1% over comparable windows; first fires appeared ~7 min after rollout. Both submitters stayed at 0%.

Names the caveat: the first sample after a rollout still sums the terminating pods counter and must be discarded.

W1 acceptance. changeprovider backstop share fell from 18.6% (30s, ~6 min) to
1.1% (5m, ~8 min) over comparable windows, and the first fires appeared about
seven minutes after rollout -- the interval doing what it now claims. Both
submitters stayed at 0%.

Names the caveat rather than hiding it: the first sample after a rollout still
sums the terminating pod's counter and must be discarded.
