Rewrite 21 of 24 markdown docs and Go doc comments across 49 of 62 eligible files to ASD-STE100. CHANGELOG.md, operator/CHANGELOG.md, and a SHA-pinned frozen security review excluded (read-only historical records, per docs/RELEASING.md). Respects the controlled vocabulary - tests/lexicon-retired-verbs.sh passes clean. Rebased onto trunk after real progress-tracking updates landed mid-task (Phase W1/W2 status, measured backstop-share results) - resolved by taking the current content and reapplying ASD-STE100 to just the changed sections. go build/vet/test and gofmt pass.
