docs(track): record that Track R has its API and Track T measured 0% backstop ... 06a8abc3aa

R2 is released and live (v0.1.613), so the header claim that Track R has not
started was false. Nothing reads the fields yet, and the doc says so: trunk
still takes a merge per pull request and integrationMode has no effect.

Track T's four phases each measured after release; every controller now reads
0% backstop.
