R4. reconcileIntegration advances one car per reconcile: rebase -> await-ci -> merge, slotted before identity resolution.

The await-ci wait reuses the transaction gate's stall reason, which mapBuildToDeclaredRelease already wakes on — zero new watch plumbing.

Queue freezes at intent. Skips are typed and leave the PR open. Merge fails closed on the six evidence keys.

Goldens 12 -> 14. Both new shapes carry change-kind=integration, which R3's firewall matches.

INERT: no project sets integrationMode=release yet. 128/128 guards, 14/14 packages.
