R7. bytey's Release act now owns merging.
bytey is the pilot BECAUSE it is the floor instrument — no payload, so a train fault costs a measurement rather than a delivery. The plan named pipelines first; deliberately not used, since it is the tool that releases everything including the revert.
Its trunk also gains the pipeline-bot merge whitelist from R6. 129/129 guards.
