R7. bytey's Release act now owns merging.

bytey is the pilot BECAUSE it is the floor instrument — no payload, so a train fault costs a measurement rather than a delivery. The plan named pipelines first; deliberately not used, since it is the tool that releases everything including the revert.

Its trunk also gains the pipeline-bot merge whitelist from R6. 129/129 guards.

R7 of RELEASE-TRAIN-AND-EVENT-TRIGGERS.md. bytey's Release act now owns merging.

bytey is the pilot BECAUSE it is the floor instrument. It carries no payload, so
a fault in the train costs a measurement, not a delivery. The plan named
`pipelines` first; that is deliberately not used, because it is the tool that
releases everything -- including the revert if the train wedges.

Its trunk also gains the pipeline-bot merge whitelist from R6, so the train
cannot be raced by another identity while it runs.
