feat(promote-images): the backup leg honors images/<name>/NO_OFFSITE ... 3f55d0d9db

Sean excluded the multi-GiB dev boxes from the codeberg offsite backup
(2026-08-18; they held 13.5 of the 25 GiB packages quota). The backup
leg now probes the marker at the release sha through the same Forgejo
API it already uses and skips marked images; the prune's
RETIRED_CONTAINER pass deletes stray copies. Unmarked images back up
exactly as before.
