feat(projects): onboard binjovi-fabel ... 81bf34826a

binjovi-fabel is the Elixir/OTP control plane (second system), phase 0.
go-library-tag: CI validates through ci.Dockerfile in the pinned
elixir-builder image; releases are commit tags. The trunk branch exists
and the mirror pair delivers. The runtime-image leg arrives with the
phase-1 deploy increment.
