Set hello-lib protectionOwnership to external. The Pipelines operator keeps the current Forgejo policy active, changes the protection CRs to Retain, and removes its lifecycle labels. This lets Flux adopt the same three objects without a delete gap.

Proof: the exact hello-lib head 9bfd07e already passed pipeline/ci and provider-guarded binjovi/ci. Tests: 136/136 pipeline guards passed.
