Remove Application/dns, bundle/dns, Pipelines DNS permissions, and the old ACME guards after guarded Flux adoption. Add a return guard and a current manual production-like target. The seanfarm guard now owns the approved LE-prod control. All DNS, credential, Certificate, TLS Secret, pod, and public answer identities remained unchanged.
