Binjovi now owns builder-images Builds, Releases, and provider protections. Remove the legacy PipelineProject so the old pipeline-bot protection cannot override the Binjovi protection. Keep the retired executor templates under contract until their remaining shared dependencies are removed.

Proof: 145/145 repository guards pass, with a new fail-closed authority guard.
