chore(zerotea): defer the fuzz CronWorkflow until Tier-0 targets exist ... 29a0fbbfdd

The gate that validates deploys can now dry-run CronWorkflows (RBAC fix
landed) but that RBAC only goes live once pipeline-base syncs — which
needs a deploy to pass the gate first. Removing the (target-less, no-op)
cron unwedges that bootstrap: zerotea onboards now, and the cron returns
in the same PR as the first fuzz target (when it has something to fuzz).
