feat(portal): widen apex listeners to admit bare staticsite ns ... 0099b40345

Dual-run precursor for the staticsite-alice -> staticsite namespace move:
apex-https/apex-http allowedRoutes flip from a tenant-derived matchLabels
selector to matchExpressions admitting both namespaces, and the two
staticsite-%s tenantName fmt patches are dropped (a surviving patch would
re-inject matchLabels next to matchExpressions; selectors AND them and the
bare ns would never be admitted). Registry listeners are the precedent.
Narrow back to [staticsite] after ns staticsite-alice retires.
