cleanup: retire the portal and cluster APIs ... 2e50c2dc6e

XPortal drained (the ingress spine is plain Flux; ns portal-alice and the
old gateway/LB are gone) and XCluster's 25 tier-1 Kustomizations are
adopted by the seanfarm cluster dir under the verified Orphan floor. The
XRDs, compositions, the Cluster claim and the two composition-scoped
guards (operator pins, tetragon tile — both ported to seanfarm) go away.
Operator pin bumps now edit kubernetes/flux/infrastructure/cluster/
{forgejo,openbao}-operator.yaml in seanfarm.
