sean/ory became a gitops-argocd PipelineProject without the collaborator this file exists to declare — the same regression a fourth time. First ory release run died at publish: tag create http 403.

fix(instances): grant pipeline-bot write on sean/ory ... ea1fb2df95

sean/ory became a gitops-argocd PipelineProject (sean/pipelines PR
2026) without the collaborator this file exists to declare — the same
regression a fourth time, exactly as the header predicts. The first
ory release run died at 'publish: tag create http 403'.
