Remove the second Olly pipeline-bot grant from the platform post-instances source. Its live CR already has deletionPolicy: Delete. Add a non-vacuous guard so the retired grant cannot return.

Tests: bash tests/check-binjovi-authority.sh; bash tests/check.sh.
