Validation: 96 offline tests passed. On pub400, a separate invocation restored 29 retained objects after five update operations; all source hashes, compiled metadata, and table data passed. A normal staging compile then passed 13 business checks and five screen checks.

The live package and production paths require the separate catalog activation. Initial creation stops for inspection after partial failure. Saved-file restore remains unproven.

Preserve greenscreen development with a verified capture into a Git feature branch. Add staging compilation, frozen native packages, production deployment, and checksummed restore state. Reject native drift and changed database contracts. Validation: 96 offline tests passed.
