The native qualification reports were created0600, so the UID914 artifact publisher could not read them after successful IBM i checks. Publish the declared report files0644 and repair an existing0600 checkpoint; leave private inputs0600. Test successful and failed player/storage reports through the real writer and actual UID914 hashing, with private-read refusal. Both Linux architectures pass in pinned ibmi-builder:v21; the final mandatory publisher-proof run passed on AMD64. No report content or host operations change.
