Binjovi added six Argo CD projects, but its deploy service account could not refresh their Applications or reach four declared availability endpoints.

This change extends the exact Application allow list and the namespace/port egress list. The tests now fail if the runtime batch is missing.

Red: the focused Argo execution guard failed before the manifests changed.
Green: focused guards and the full tests/check.sh suite pass.
