Step 1 of the builder-images authority handoff (operator-approved: "do the handoff"). The last project under legacy pipelines release authority gets the standard binjovi-bot-exclusive protections - exact buildkit-protections template - replacing the pipelines-operator objects whose pipeline-bot whitelists and blockOnOutdatedBranch fail Binjovi.Control.Forgejo.Authority's shape check.

Steps 2-4 follow: control_mode shadow -> provider_guarded in binjovi (ff5f06d pattern), binjovictl retire-pipeline-bot builder-images, then the builder-images release that promotes the three new fleet base images (elixir-tester, beam-runtime, c-builder - PR builder-images#153, already quarantine-verified).

feat(binjovi): take builder-images repository authority ... d3b80fac1e

builder-images is the last project under legacy pipelines release
authority. The standard binjovi-bot-exclusive branch and tag
protections replace the pipelines-operator objects, whose pipeline-bot
whitelists and blockOnOutdatedBranch setting fail the provider
authority shape check. The control-mode flip and the pipeline-bot
retirement follow in the binjovi repository.
