Follow-up to #138, which merged with the roles sitting DependencyNotReady: policyRefs are namespace-local by design and the database read policies live with the tenant databases in the cnpg namespace. The CRD documents raw policy names as the supported form for externally-managed policies, so the roles attach database-binjovi and database-binjovi-staging by name. The guard pins move with it. Verified against the live CRD schema; the binjovi workload flip stays blocked until these roles read Ready.

policyRefs are namespace-local by design and the database read policies
live with the tenant databases in the cnpg namespace, so the roles sat
DependencyNotReady. The externally-managed policy names attach directly,
which the CRD documents as the supported form for exactly this case.
