The retired Pipelines tag-protection owner deleted the shared Forgejo tag rule after the retained Binjovi object first became Ready. Add a metadata change that safely enqueues the existing object. forgejo-operator then recreates the missing natural-key rule with binjovi-bot as its only writer.

Proof: full Seanfarm guard suite and the complete Binjovi manifest render pass.
