Prepare provider protections, signed webhook routing, repository-bounded identities, and package execution identities for the Zerotea server-package migration. This does not add the Binjovi catalog or retire Pipelines authority.\n\nRed-green proof: the new prerequisite guard failed on missing manifests, then passed. The complete tests/check.sh suite and Kustomize render pass.
