Prepare credential-bounded desktop package execution for Zelnet while Pipelines remains authoritative. Add the signed webhook, repository-scoped integration access, separate package identities, SDK and functional network policies, and an admission bound for the throwaway public test credential.\n\nVerification: bash tests/check.sh; server-side dry-run for the admission and execution manifests.
