Allow only the binjovi-staging namespace in the existing public-key ClusterSecretStore. The reader remains restricted to oathkeeper-id-token-public in Ory. No private signing key or other credential is added.

Red-green namespace contract in tests/binjovi.sh. Release and deploy through the Binjovi API before the staging key-mount change in sean/binjovi.
