Add the permanent state-required marker for Hermes activation. The rebuild guard must refuse destruction when an active Hermes service or its verified backup is missing. Keep this marker if the service is stopped later.

Validation: the previous test failed when the marker was added. The revised tests check both bootstrap and mandatory modes in an isolated source fixture, including missing deployment, API failure, and failed backup.

Hold this PR until the initial container check passes and the assistant is ready for activation. Then release it as part of activation.
