Run sysctl, ZFS pool setup, and image cleanup with the released ARM64 node tools on ARM workers. Keep existing AMD64 images and disjoint pod selectors. Both architectures reuse one set of service commands through Kustomize.

Validation: rendered both variants and checked architecture selection, non-overlapping selectors, and unchanged commands. ARC and route-MTU behavior tests pass.
