Create five ARM PostgreSQL 18.4 instances with their own TLS certificates, superuser credentials, and off-cluster backup lineage. The existing AMD64 cluster and application connections stay in place until the logical data migration.

Validation: architecture guard failed before the change and passes now; CNPG scrape and query guards pass; all new resources pass server-side dry run.
