Use postgres-arm for Forgejo, OpenBao database credentials, database ownership, monitoring, integration setup, and restore drills. Fence host connections to the old AMD64 PostgreSQL cluster.

Hold release until the final logical transfer is verified. Architecture, query, and restore guards pass. All ten databases passed a logical restore rehearsal on five healthy ARM instances.
